New restrictions for Italians, aimed at preventing people in quarantine from leaving their homes, already decreed on March 8, but still – unfortunately – ignored by many. The Ministry of the Interior reported on March 17: " The new Self-Declaration Form for travel is online, which contains a new section with which the interested party must self-declare that they do not fall under the conditions set out in Article 1, paragraph 1, letter c) of the Prime Ministerial Decree of March 8, 2020, which contains an absolute ban on movement from one's home or residence for those subject to quarantine measures or who have tested positive for the "COVID-19" virus . Translated: from March 17, 2020, and until the end of the emergency, any citizen who leaves their home is required to declare that:

  • not be in quarantine
  • not be affected by Covid-19
  • not having come into contact with an infected person .

Not only that, the quarantine requirement is also reported for those arriving from northern Italy and for those arriving from abroad .

Self-certification: when is it valid?

Today, March 17, the Ministry of the Interior published the new form. Download it from the website, print it, and fill it out completely. If you don't have a printer at home, you can copy it by hand, clearly and legibly, onto a piece of paper . However, photographs or PDF files uploaded to your cell phone are not permitted , as this self-certification must be countersigned by a police officer in the event of a stop. Interior Minister Luciana Lamorgese clarified that this way, " citizens are exempted from the obligation to attach a photocopy of their identity document to the self-certification."

It's important to remember once again that the decree requires staying at home unless there are "proven work needs" or serious family or health needs . You can also leave your home to go grocery shopping or to the pharmacy , but you must maintain minimal social contact and not prolong your stay.
